According to employees, Johnson threatened to blow up the building with a packaged explosive device. They said he also threatened to shoot anyone he saw exit the building.
Johnson called the nursing home from the same number while officers were on scene, police said.
Johnson didn't know the person on the receiving end was a police officer and Johnson told him whomever walked out the door would get shot, Palatka police said.
Officers found Johnson on North 16th Street and arrested him for making a bomb threat and providing a false name.
Johnson did not have a weapon or any type of explosive device when he was arrested.
Police said they determined Johnson made the phone calls because of an argument he was involved in with an employee of the nursing home.
He's being held in the Putnam County Jail without bond.
