Addison's mother told police she came home from work and saw her daughter's red lunch bag and multicolored shirt on the ground outside the home.
Police said the mother scolded the girl for leaving them outside and told her to go get them.
Addison walked out of the home and was seen by her brother picking up the items and running off. The brother ran after her, but was unable to catch her, police said.
He returned home and informed their mother, who then notified police.
