Gov. Rick Scott blocked the creation of an advisory council for the Capitol Complex as he vetoed a pair of bills Tuesday.
Scott wrote that the advisory council measure (SB 2512) would create an unnecessary layer of bureaucracy and duplicate current oversight.

“It is imperative that improvements to enhance the safety and access of Florida's Capitol buildings progress in the most efficient way possible to avoid unnecessary disruption or delay,” Scott wrote in his veto message.
The council, intended to make recommendations to the state Department of Management Services on operations, monuments, and budgetary needs of the complex, was slated to be comprised of representatives from the governor's office, the House, the Senate and the sergeants at arms for both chambers.
The idea for the council was advanced after emergency repairs to two underground parking decks at the Capitol were announced last September, along with upgrades to a building's main entry plaza.
Scott had previously announced he would veto the other measure (HB 5501), which proposed funding cuts to Enterprise Florida and Visit Florida.
During a special session this month, lawmakers passed a different measure (HB 1A) that increased funding for Visit Florida and created a new $85 million economic-development fund.
The special session bill was sent to Scott on Monday.
