Cleveland Arms tenants want to give kids safe place to play

Tenants trying to raise money for new playground equipment at complex

JACKSONVILLE, Fla. – Tenants of a federally subsidized housing unit in Northwest Jacksonville that has had its share of problems over the years are trying to make a brighter future for the kids in the complex with a grassroots effort to give them a safe place to play.

The playgrounds at the Cleveland Arms Apartments are not up to the standards of residents, who say the three jungle gyms on the property are old and rusty.

Parents said it can be tough for children growing up in the community because there's not a lot for them to do, and they need more positive influences -- things to keep them on the right track and out of trouble.

“They need somewhere safe to play where they can have fun,” Darriel Rhymes said.

Five-year-old Hakeem said he would love a playground with a swing and a big slide.

Resident Doris Russell, president of the tenant association, would love to get it for him.

“We've had some problems out here, but things are turning around,” Russell said. “It's a mission.”

That mission is to make things better for the children in the complex.

“No. 1, these children need a playground. They need something to play on other than trees and people's trash, old mattresses, old chairs,” Russell said.

She said the community has gotten a bad rap because of some horrific violence in the neighborhood.

Crime has plagued the area, but she said most people there are hardworking and kind.

“We want to turn this place around. It had a bad day,” Russell said. “We want to go from the negative to the positive.”

Residents are now trying to raise awareness -- and donations -- so they can give children like Hakeem something to smile about.

“The kids out here, they deserve it,” Rhymes said.

The property manager said if someone offers to donate a new playground, the complex would accept it, as long as the equipment is safe and permitted.
