DNA analysis of evidence recovered from all five victims linked Steel to the rapes, police said.

?We are now confident the person I referred to initially on May 7 as a serial rapist ? is in fact the man we have now identified as James W. Steel,? Jacksonville Sheriff's Office Chief Rick Graham said.

Steel was charged with 11 counts of sexual battery, along with kidnapping, robbery, attempted robbery and burglary.
