Baby dies after mother charged with child neglect

Vung Deih Nuam, 24, booked into jail on $500,000 bond

JACKSONVILLE, Fla. – A woman was arrested on a charge of child neglect just days before her baby died late last month, according to police and the infant's father. 

Vung Deih Nuam, 24, was booked March 26 into the Duval County Jail and ordered held on $500,000 bond.

News4Jax  obtained a Jacksonville Sheriff's Office incident report that reveals 1-month-old Hannah Htoo, who was found unresponsive March 24 inside a San Marco apartment, died several days later and was identified as a potential victim. 

Nuam told investigators she placed the infant in her crib for a nap and then two hours later, she noticed the baby was not breathing so she called 911. 

Hannah was taken to Wolfson Children's Hospital in critical condition, and she died there on March 29, the incident report said. 

According to the Department of Children and Families, the case has turned into a formal investigation because detectives said the infant had several unexplained injuries. 

"Hospital personnel observed bruising, numerous bone fractures" and "bleeding in the brain," Nuam's arrest report said.

Hannah's father, Khad Kab, said that police told him that they believe Nuam dropped the baby. 

"I work in the morning to evening. My wife, she not working. She just with baby. I come in here at 4:30, come in here maybe 6. She go see the baby, the baby like this. She was very worried, 911 calling," Kab said. "Police say she had some accident. Accident. Because my wife, she loved the baby."

Kab said his wife was taken into custody at the hospital, and he hasn't seen or heard from her since.

According to the arrest report, Nuam is currently on probation for a 2014 child neglect case in Lake City. 

Neighbors described the parents as very quiet people.

"I found out the baby was injured. It was an accident. That's all I know," said one neighbor, who did not wish to be identified. "I wanted to buy a little present for the baby because I knew they are my neighbors and I wanted to be nice to them, but I didn't get a chance to."
