The bill, sponsored by Sen. Don Gaetz, prohibits pet owners from abandoning, confining or impounding any animals during a hurricane, tropical storm or tornado warning.
It was enacted following the discovery of a dog tethered to a fence in chest-deep water as Hurricane Milton moved closer to slamming into the Tampa area in October.
The Florida Highway Patrol rescued the dog, given the name “Trooper.” According to News4JAX partner station WPLG, Trooper was adopted into a loving family in December.
Under the new bill, someone convicted of abandoning or not providing proper care for an animal could face a first-degree misdemeanor charge, punishable by a fine of up to $5,000, jail time or both.
The bill also said someone who restrains a dog outside during a natural disaster would face a third-degree felony, a fine of up to $10,000, jail time or both.
It will take effect on Oct. 1.
