Surveillance video connects man to 2023 hit-and-run in Springfield, JSO says

Last year only 3 hit-and-run arrests were made, News4JAX records show

JACKSONVILLE, Fla. – A 42-year-old man was arrested in connection to a deadly hit-and-run accident that happened in Springfield in October of 2023.

According to the Jacksonville Sheriff’s Office, Orsby King, 63, was crossing North Main Street when a driver struck him and continued driving.

The investigation revealed that Byron was caught on surveillance in a gold Hyundai Elantra with a North Carolina license tag after police said he struck King.

Detectives ran the tag and located the car parked outside of Owen’s home five days later, JSO said. Police said the car had damage to the windshield and hood.

Detectives interviewed Owens and processed the car. The evidence that was submitted to the Florida Department of Law Enforcement was analyzed, leading to Owen’s arrest on Monday.

He was charged with leaving the scene of a fatal crash.

According to News4JAX records, there were 12 hit-and-run crashes in Duval County with only three arrests made.
