JBPD said the crowds were closely monitored throughout the afternoon and several small disturbances were handled quickly to stop larger incidents from happening.

Police said attendees began leaving the beach around 7 p.m., but officers watched the remaining crowds in the city.

The victim was a 16-year-old who was taken to the hospital after suffering a non-life-threatening gunshot wound to the leg. The victim told police the shooting happened in the 100 block of 2nd Avenue North.

Police then said around 11 p.m., a woman reported that a group of males aggressively displayed a gun to her as she was walking near the pier.
