Jacksonville man charged with murder nearly 8 months after shooting at Valenica Way Apartments

JACKSONVILLE, Fla. – An arrest was made on Saturday in the fatal shooting of 36-year-old Bernard M. Troutman Jr. nearly eight months after his death.

Several months of interviewing and investigating led to the arrest, according to the Jacksonville Sheriff’s Office.

Dwayne L. Martin, 30, has been charged with second-degree murder.

According to investigators, Martin was mentioned as a person of interest earlier on in the case.

The shooting took place back in October at Valencia Way Apartments (formerly Eureka Gardens) on Labelle Street.

The Jacksonville Fire and Rescue Department responded to the shooting, but Troutman died at the scene.

Troutman’s death was the second homicide the complex experienced last year. After his death, the community’s safety was called into question.

Multiple complaints of crime, including shootings, homicides, and burglaries led to a town meeting.

During the meeting, city leaders decided that the owners are required to meet certain conditions over the next year to bring the Westside property up to compliance.
