The Internet Crimes Against Children (ICAC) Task Force, began its investigation in April 2019 with an internet service provider who sent a series of CyberTipline reports to the National Center for Missing and Exploited Children (NCMEC).

The reports showed child sexual abuse photos from his email account, which was geolocated in California.

Law enforcement officers obtained search warrants and discovered that his email account and telephone number contained several photos depicting children being sexually abused.

Further investigation revealed another email account of Cordon contained a photo that depicted a young child being sexually abused by an adult male. The photo indicated it was produced via his Blackberry phone in July 2011.

Detectives searched Cordon’s residence and he admitted that he had searched the internet for “nude teen pictures” and knew about the photo that was recovered in his email account.

He also told officials that he knew the child in the photo, emailed the photo to himself to save on his Blackberry, and that the child may be under the age of four, according to ICAC.

The photo depicted Cordon sexually abusing the child in his Clay County Florida residence, and later, he emailed the picture to his email account. The same image was also recovered on his iPhone device, which he possessed in California in May 2019.

Law enforcement confirmed the identity and the child‘s age along with the location of where he sexually abused the child.
