Duval County Property Appraiser says her office is preparing for adjustments under Amendment 5

DUVAL COUNTY, Fla. – The Duval County Property Appraiser said her office is working to ensure homeowners are informed and prepared for the adjustment under Amendment 5.

Amendment 5 will add language to the constitution to adjust the value of homestead exemptions, tying the changes to inflation.

A homestead exemption reduces a property’s taxable value for the homeowner as long as the property is the homeowner’s permanent residence.

“Amendment 5 adds another exemption to the almost two dozen available in Duval County for eligible taxpayers,” Morgan said. “My duty as Property Appraiser is to assess the value of homes. I understand both sides of the argument, but the people of Florida have voted, and our office will now work with the Department of Revenue to ensure these changes are applied smoothly and accurately.”

The adjustment applies when the percent change is positive allowing qualifying homeowners to benefit from tax relief without disrupting negative valuation scenarios.

Morgan said her office is working with Computer-Assisted Mass Appraisal (CAMA) partners to ensure their systems are equipped to handle the change.

“This new exemption will be directly administered to all homesteaded properties, impacting each property differently depending on its assessed value,” Morgan explained. “Our goal is to make this transition as seamless as possible for property owners across Duval County.”

The amendment is set to take effect on Jan. 1, 2025.
