CLAY COUNTY, Fla. – A new animal shelter is set to become a reality in early 2025.
Construction on the new building is expected to begin at the start of the year, and it will be located on Sleepy Hollow Road. This project has been in development for several years.

“The current shelter, situated in Green Cove Springs, has outgrown its capacity and is also at risk of flooding during large storms. The staff at Clay County Animal Services works diligently each day to maintain the county’s no-kill status, and the new shelter will enable them to provide even more support for local animals,” Laura Christmas, Clay County Director of Communications, said.
Currently, the shelter has 65 cat cages and 76 dog kennels and pens. The new facility will expand these spaces, allowing for capacity and more opportunities to assist animals in need.
Additionally, the new shelter will feature a larger medical area that can accommodate more veterinarians, leading to an increase in the number of surgeries performed.
“With the new shelter, the facility will be more centralized in Clay County, which county leaders hope will improve access and promote even more community engagement. Community relationships are a key part of Animal Services’ continued success. The facility will boast additional meeting and training space that will allow for even more collaboration with other partner agencies,” said Christmas.
The project, awarded to E. Vaughan Rivers, Inc., is estimated to cost around $21 million and is estimated to take 18 months to complete.
