The semi-tractor-trailer was southbound in the outside lane and slowed and stopped for traffic just north of the intersection of Soutel Drive. The Hyundai was also southbound and failed to stop, rear-ending the semi, JSO said.
JFRD transported the 26-year-old driver of the Hyundai Elantra to the hospital, where he died. The child, who is under 10 years old, was taken in critical condition.
The driver of the semi is uninjured and cooperative.
JSO said that the child should have been in either a car seat or a booster seat. It is unclear if the child was restrained or using a seatbelt. It is also unclear if the child was in the front seat or the back.
The scene is still active. Drivers are asked to avoid the area for at least another hour.
This is the 85th traffic fatality in Duval County this year.
