The shooting happened around 3:45 p.m. on West 11th Street near Fairfax Street. Police said they found a man with a non-life-threatening gunshot wound and he was taken to an area hospital for treatment. According to an arrest report, Tolbert had an ongoing feud with the victim, who was dating a woman with whom Tolbert had a child. The victim told police that he was getting something out of his car when the shooting happened, according to the report.
