Officers said they found Kevin L. Knight, 41, dead on the scene of the crash. Traffic homicide detectives responded to conduct an investigation. The ramp from Roosevelt onto Blanding Boulevard was closed while the investigation was conducted. Later, Sunday morning, Jacksonville Sheriff's Office put out the following tweet.

The Jacksonville Sheriff's Office said the first closure was reported when the arms on the bridge were stuck in the down position. It was repaired just before 7 a.m. but later shut down again around 10:20 a.m. Malfunctioning gates on the bridge cause the second closure.

News4Jax was told the rig was leaking only oil, but Jacksonville Fire-Rescue was proceeding cautiously because the vehicles hazardous materials signage said the tanker was full of hexene, a colorless gas that is considered highly flammable. At least a dozen Jacksonville Fire-Rescue units were called to the scene, including its hazardous materials team. News4Jax was told that another tanker would be brought in to offload the gas, but once firefighters determined the tanker was full of a cleaning product, that will not be necessary. Just after noon, two of three eastbound lanes were reopened, although the exit to I-295 remained closed to traffic until the tanker was righted and the scene cleared.

Daniel Ray Cowert, 48, of Fernandina Beach, died Sunday when the car he was riding in overturned On Black Rock Road near A1A. The car was traveling northbound on Black Rock Road when the it ran off the road and overturned multiple times, seriously injuring the driver and killing the Cowert, FHP said. The driver, from Yulee, was taken to UF Health at Jacksonville for treatment, FHP said. The driver's name is being withheld until the next of kin can be notified.
