Possible Development of Public Area at Orange Park Mall

A potential major move for the Orange Park mall ... could attract large crowds outside the mall for things like outdoor movies and festivals. The mall is considering developing something they will call "The Grove" at the grassy area at the edge of their property. I've been looking into this idea and whether it would be safe in light of the pandemic.
