The man said he had just parked his car on Oak Street when the tree fell down and took the nearby powerlines with it.
An employee at nearby Homespun Kitchen said she saw the whole thing happen.
She said there was a loud noise and a big flash when the power lines came down. The tree also trapped her car.
She said Homespun Kitchen and Hoptinger across the street lost power immediately. Traffic lights in the area were also still out around noon.
The incident happened as heavy rain and wind hit the area while Tropical Storm Debby made its way through the state.
A similar scenario happened in Clay County.
Clay County Sheriff Michelle Cook said deputies responded to at least one call of a tree falling on an occupied car and encouraged all residents to stay off the roads if possible.
